Discusses value-based change and the importance of values in setting common goals.

4. Rights and Responsibilities
Provides guidelines for establishing clear rights and responsibilities for each group member tasked with solving problems in the community.

5. Community Snapshot
Provides information on steps to take when building a community snapshot.

6. Community Mobilisation
Provides information about workshops which can be used by communities to enable community action on group decisions.

7. Accountability
Provides information about establishing both personal and financial accountability processes.

8. Fields of Action
Provides information for issue-based action groups about how to document their planning so they can share it with the whole community if this is appropriate.
