Reflecting
First, action group members talk about the problem:

we remember the history of the problem and map it out

we talk about how it affects us and write this down too.
Next we need to check that we are right:

we check old records

we talk to others who might know something else about the problem's history and its effects

we decide what we feel sure about and what else we need to know.
This puts a new light on the problem and brings new ideas to help solve it. It also helps the group feel confident that our decisions to take action can be explained to others.

Interpreting
Here we use our information to think about solutions. We think about the effects of the solution on the problem, and its effects and the rest of the community.
We choose the solution. We choose the one that has the best effect on the problem and the least cost to the community.
This solution is our goal.

Deciding
This is where you'll plan what to do to reach your goal step by step, by whom, by when and with what.
