Project management is the process of defining a project's requirements, planing the tasks and ensuring the project is implemented and finalised so that it is completed to the QUALITY specification, on TIME and to COST or budget.[32] The process of project management is similar to problem solving.[33]

Clear articulation of the project, based the evidence of need and

Establishment of a mutually agreed governance structure for how the project will operate including how decisions will be made, reporting relationships and roles/responsibilities etc

Identification of project resource needs (human, capital and intellectual) and monitoring of budget expenditure

Stakeholder analysis through consultation that is inclusive of input from all key stakeholders to build effective partnerships and ongoing commitment for sustainability

Clear articulation of the work to be completed with specificity related to what work is to be completed, how it will be completed, in what time frame, by whom etc, at times (referred to as a work breakdown structure)

From the outset, proactive identification and analysis of potential project risks and opportunities, with appropriate management plans

Development and operationalisation of a multifaceted communication strategy to ensure the timely and appropriate generation, collection, dissemination and archiving of project related information

Design of clear, simple, measurable and reliable performance indicators (covering process, impact and outcome) from the outset and used throughout the duration of the project to inform decision making, monitor progress; as well as flag desired and/or unexpected outcomes/outputs.
