Clinical Governance Framework

The Clinical Governance Discussion Paper sets out the proposed framework to respond to the Forster Report recommendation of “a vastly improved clinical governance system” for Queensland Health to restore confidence in the system.

The consultation period on the paper will last for about 2 months, closing on the 19th May 2006. Responses should be provided using the Pro-forma below.

The discussion paper proposes significant tightening of arrangements for credentialing and privileging of clinical staff, greater attention to clinical review and audit and to consumer complaints management. Area Clinical Governance Units will be established to monitor District performance in clinical governance issues and provide support to Districts managing patient safety issues of concern.

The Queensland Health Safety & Quality Board will be reconstituted to have an oversight role of the whole Clinical Governance Framework.

The Clinical Governance Framework also proposes an opening up of Queensland Health patient safety practices and much more transparency. District Health Services will be required to report to District Health Councils about quality issues and will be required to release annual quality reports to the public.
