What is the Clinician Performance Support Service (CliPSS)?

The Clinician Performance Support Service (CliPSS) provides support and advice for the management of concerns about the safe clinical practice of individual clinicians.

 

The focus is on enhancing patient safety by supporting and improving professional performance in a supportive environment.

 

CliPSS has been established as the primary referral pathway when there are concerns regarding patient safety as a result of job performance.

 

It is designed as an alternative non-adversarial method for the management of serious clinical performance issues.

 

The CliPSS process is voluntary and is conducted in a collaborative manner using structured assessment methods and individualised performance support plans.

Who can use CliPSS?

At present, CliPSS is confined to managing clinical performance concerns about Queensland Health senior doctors incuding:

 

 

 

CliPSS does not deal with:-

 

 

If the case does not fall within CliPSS scope, CliPSS staff will endeavour to advise on alternative methods for resolving the situation.

 

Referrals can be made to CliPSS by any member of Queensland Health’s Senior Executive Service or by self referral.

 

# Health Services Act 1991—according to section 38O a blameworthy act means any of the following—

  1. An intentionally unsafe act;
  2. Deliberate patient abuse;
  3. Conduct that constitutes a criminal offence.

How does CliPSS operate?

CliPSS operates as an approved Quality Assurance Committee which ensures all processes are confidential and privileged, and any information obtained about a doctor is protected.

 

Confidentiality will be maintained unless there is a matter of public protection, professional misconduct or other similar serious concern.

The initial referral process is a relatively simple one, being a telephone call or email to CliPSS from any member of Queensland Health's Senior Executive Service or the clinican personally.

If the initial discussion suggests that matter appears prima facie to fall within CliPSS scope, the CliPSS Referral and Intake Process will be used.

A further preliminary assessment may be required to determine if there is an immediate patient safety risk and/or to determine if a comprehensive performance assessment is appropriate.  This can be achieved through a CliPSS trained Assessor conducting a CliPSS Rapid Clinical Review

 

CliPSS uses holistic assessment procedures, including a personal health assessment and peer assessment of on-the-job performance of normal daily tasks.

CliPSS manages cases involving significant clinical performance concerns where local staff management techniques have been exhausted and the clinician consents to participating in the process.
