Background

Commonwealth and State and Territory governments, the private sector and non-government organisations provide care and support for people with mental illness. In recent years all governments have increased their investment significantly in mental health services however, we all acknowledge that more needs to be done.

A number of reports such as Mental Health Council of Australia's 'Not for Service' External site  and "Time for Service" External site  reports, and the Senate Select Committee on Mental Health's 'From Crisis to CommunityExternal site report have highlighted shortcomings in mental health service delivery in Australia and have made a strong case for reform.

The announcement of the (COAG) National Action Plan on Mental Health 2006-2011 (PDF, 566 KB) signifies a major step in reforming of the delivery of mental health services in Australia.  This plan provides a framework for the development of a service delivery system which is more seamless and provides enhanced connectivity between government, private and non-government service providers. It represents a unique opportunity to develop a system which will achieve better outcomes for people with mental illness and their communities. The plan involves a package of measures and significant new investment by all governments over five years that will promote better mental health and provide additional support to people with mental illness, their families and their carers.
