Clinical Services Capability Framework for Public and Licensed Private Health Facilities version 3

The Clinical Services Capability Framework for Public and Licensed Private Health Facilities version 3 (CSCF v3.0) has been developed as a result of a comprehensive review of version 2.0 (released in 2005). A 12 month transition period is planned as part of the roll out of CSCF v3.0. The responsibility for implementing, monitoring, complying with and notifying changes in service levels in public health facilities will rest with District Chief Executive Officers.

Background

  • Planning Branch in Health Planning and Infrastructure Division, Queensland Health led the review of CSCF v2.0 and the development of CSCF v3.0.
  • The CSCF v3.0 outlines minimum requirements for the provision of health services in Queensland public and licensed private health facilities, including minimum service, workforce and support service, legislative and non-legislative requirements and risk considerations.
  • The Executive Steering Committee (ESC) for the development of CSCF v3.0 endorsed the change from five service levels to six service levels. Transition to a six level framework has been carefully consider by both the public and private sector.
  • Three new adult-specific service modules were developed during the review process: mental health, perioperative, and cardiac Services.
  • Seven child-specific service modules have also been developed. There are also preambles for cancer services and children's services within the CSCF v3.0.
  • The introduction section of CSCF v2.0 has been expanded into a foundation document and accordingly renamed the Fundamentals of the Framework; this section now underpins every service module within the CSCF v3.0.

Governance

  • A governance process was established through which the development of the CSCF v3.0 progressed. The CSCF v3.0 ESC was appointed by the Director-General and met regularly over the review period.
  • Comprehensive consultation occurred with public and private stakeholders throughout the development of the CSCF v3.0. The ESC endorsed the CSCF v3.0 in April 2010.
  • Following a final period of public and private sector consultation (ending in September 2010), CSCF v3.0 was amended and in November 2010, Queensland Health's Integrated Policy and Planning Executive Committee endorsed it.
  • The Chief Health Officer and Director-General endorsed the CSCF v3.0 in January 2011.

Consultation

  • In addition to ESC, expert advisory groups were established to guide module revision and development.
  • Following module drafting, senior clinicians, health service administrators, clinical academics and other representatives from the private and public sectors across remote, rural, regional and metropolitan services reviewed and provided feedback for each module.
  • The Office of the Chief Nursing Officer, the Private Health Regulatory Unit and other relevant Queensland Health Divisions were also consulted.
  • External consultation was undertaken with key stakeholders including the Health Quality and Complaints Commission and the Private Hospitals Association of Queensland.
  • Industry consultation occurred via posting of a draft version of CSCF v3.0 on Queensland Health's internet site in December 2009.
  • A final consultation period took place with the public and private health sectors and was completed in September 2010.
  • Comments received through the final consultation period informed the amendments that were made prior to the Integrated Policy and Planning Executive Committee endorsing the CSCF v3.0 on 15 November 2010.

Transition

  • The 12 month transition period for the statewide roll-out of the CSCF v3.0 in public health services commenced 4 March 2011 when the entire framework was publicly released on the Queensland Health website and intranet site.
  • A six month review as part of the transition from CSCF v2.0 to v3.0 is underway to identify and rectify and patient safety issues with the latest document prior to the licensing of the private health facilities which begins 1 October 2011.
  • District Chief Executive Officers are responsible for the implementation and monitoring of CSCF v3.0 in the public sector while the Chief Health Officer retains responsibility for the private sector. The Private Health Regulatory Unit, Queensland Health, will continue to monitor the CSCF v3.0 compliance in private facilities.
