What we do
Capital Works Branch ensures Queensland Health staff have suitably modern and well-equipped facilities from which to deliver health services.
In 2006-07, Queensland Health will invest $594 million in new capital acquisitions, which includes the Queensland Institute of Medical Research funding.
The Capital Works Program focuses on capital infrastructure in the community, hospitals, health technology, pathology and scientific services, renal, mental health, residential care, ambulatory care, staff accommodation, and information and communication technologies.
Who we are
The Capital Works and Asset Management Branch operates through the Branch Senior Director, Mr Craig Carpenter, and five discrete work units, which are:-
Planning & Development (PDU)
- Analyse government policy and direction; QH corporate state-wide, area and district service planning; urban, regional, and local government planning; financial information; and the physical condition and functional condition of asset stock; to lead the asset strategic planning process for QH.
- Make recommendations for the allocation of capital funding, particularly for the asset classes of land and buildings, plant and equipment, and health technology, leading to the development of the Capital Acquisition Plan.
- Manage and coordinate the Asset Strategic Planning processes.
- Contribute to the development of QH corporate strategic planning from the perspective of asset management and capital investment.
- Support and continually improve the capital investment processes, including the development of standardised methodologies and tools.
- Provide the secretariat function to the Capital Works and Asset Management Committee, including making recommendations to that committee on matters relating to the asset strategic planning, capital investments and the development proposals.
- Identify, explore, and manage potential opportunities for alternative ways of providing capital infrastructure and service capacity.
- Develop capital investment proposals to a point where capital investment decisions can be rationally made and other parts of the Branch can take over to deliver the project/acquisitions.
- Ensure post occupancy / post commissioning evaluations are conducted and the results are used to improve capital investment processes, practices and choices in the future.
- Provide strategic direction, policy advice and management of issues relating to town planning, heritage, native title, and vegetation management.
- Provides advice and develops frameworks, policies and guidelines in relation to Corporate Real Estate.
- Provides Corporate Real Estate responsibility for purchase, disposal and leasing of property. The leasing has two components: expenditure leases where QH leases privately owned property for office accommodation, community health centres etc: and, revenue leasing where QH leases areas of its buildings for cafe, ATM, telecommunication and other purposes.

Design Standards Unit (DSU)
- The development of a comprehensive suite of design guidelines and the maintenance of this asset knowledge through analysis of Post Occupancy Evaluation (POE's) reviews and stakeholder satisfaction.
- Working with other areas to identify asset planning implications of clinical service best practice approaches.
- Briefing contract architects on design requirements of health facilities; assist area and district staff to interpret technical plans and project documentation; and facilitate inclusion of health service delivery requirements into capital project design specifications.

Program Coordination Unit (PCU)
- The Program Coordination Unit provides management control and direction of all capital Works Projects throughout Queensland that constitutes the Queensland Health Capital Works Program.
- Accepts responsibility for the planning and implementation of the Capital Works Program incorporating the rebuilding, refurbishing and re-equipping of health facilities.

Asset Management (AMU)
- Provides high level strategic and operational advice and support on Asset Management in respect of QH's $5+billion asset portfolio.
- Responsible for establishing and promoting a strategic approach to asset management within QH to ensure the Department's assets are best suited to support the delivery of health services to Queenslanders.
- Provides comprehensive asset management support to all Districts, Corporate Office and State-wide services including the development and implementation of asset management procedures to ensure the Department's full legislative compliance.
- Provides advice and develops frameworks, policies and guidelines in relation to Strategic Asset Management Building and Engineering Services and Biomedical Equipment.
Business & Financial Services Unit (BFSU)
- Provides HR services, business support, financial analysis and financial reporting to the Executive Director and other Units within the Branch.
- Assists in the delivery of the Capital Works Program.
