Conditions of employment for dental officers, along with other health practitioners working for Queensland Health, were contained in the Queensland Public Health Sector Certified Agreement (No. 6) 2005.  Additional entitlements for dental officers were subsequently applied administratively through the Professional and Technical Stream Employees and Dental Officers (Queensland Health) Agreement 2005.  These industrial instruments continue to apply to dental officers working for Queensland Health.

Since January 2007 conditions of employment for the majority of health practitioners were moved into the recently negotiated Health Practitioners (Queensland Health) Certified Agreement (No. 1) 2007.  At the conclusion of the negotiations, for various reasons, the final agreement outcome did not include dental officers.

This outcome provides Queensland Health with a unique opportunity to consider dental officers as a specific group of employees and to examine options available for industrial coverage.
