Queensland Health (QH) is currently working to establlish an Alliance Partnering Arrangement to enhance internal capabilities for implementation of eHealth across QH over a highly accelerated and intensive timeframe. The RFO recently closed on 31 August 2007 and evaluation of responses is underway.
The following diagram illustrates the broad concept of the alliance and the variety of possible program structures to the delivery arrangements that will ensure there are opportunities for large, medium and small organisations, and skilled individuals with a range of capabilities to contribute products and services to the overall program of work.

QH and the alliance partner will act together as one team to achieve the agreed aims in a mutually beneficial manner and in line with the “good faith” and “no blame” principles that underpin alliance contracting models.
The alliance will be managed by an alliance management team that will be responsible for coordination, management and delivery of the overall program, and reporting to the joint alliance board.
The members of the alliance board will be senior executives of QH and the alliance partner. Each project will be managed and delivered individually, but reported through and under the direction of the alliance management team. The alliance management team will select and manage procurement for projects in accordance with QH and State Government Policy, and direct and manage third party suppliers within the program to ensure timely, outcomes focused delivery.
