Disaster Management Collaborative
Terms of Reference
To guide the Director of the EMU in the provision of high quality, evidence based emergency management policy and operational arrangements to the Area Health Services and Districts, including the:
- Fostering of research and system development
- Determination of control, coordination and command arrangements
- Planning and procurement of resources
- Development of emergency health service performance specifications
- Development of education and training programs for staff and first responder team members
- Development and conducting of emergency management system and response exercises
To report emergency management system and operational performance to the Chief Health Officer, including the:
- Learning from emergency management and response exercises
- Review of operational matters referred by the Director EMU
- Review of policy matters referred by the Director EMU
To refer where appropriate, specific clinical matters for system audit to the proposed EMS Quality Council and, specific operational system matters to QEMSAC
Operations of the Collaborative:
- The Chair will be appointed by the members, from within their membership.
- The Collaborative will meet at least each quarter
- The Collaborative will produce a formal annual report to the Chief Health Officer
- The Director will convene the meetings
- The Director will seek advice and input from individual members of the Collaborative, relevant to an appropriate issue, from time to time
- The quarterly reports submitted by the Director EMU and the subsequent Collaborative Reports; with the formal minutes of the Collaborative meetings, will constitute the formal departmental records of the EMU program and Unit outcomes
- The secretariat support to the Collaborative will be provided by the EMU
