Materials Management Decision Support System (MM-DSS)

MM-DSS has been implemented and is being used increasingly across Queensland Health. A new operating platform is currently being implemented to improve system performance, extend the range of data that can be reported, refine and improve existing reports and incorporate "dashboard report" for supply performance - see below. The new version of MM-DSS will be operational from February 2009.

FAMMIS Developments

A number of system developments are underway to improve system functionality and controls. These are in the areas of outline agreement purchasing, GR/IR reporting, enablement of recording of unique product identifiers (GTINs), emailing of purchase orders and the mandatory use of vendor material numbers. These developments will be progressively introduced in 2009.

Barcode System Replacement

The current barcode system for stock replenishment, requisitioning and asset management needs to be replaced. A formal offer document for a replacement solution will be issued to the market in the first quarter of 2009.

Imprest Management Solution

As part of the implementation of the revised service delivery models, an imprest management solution has been developed in FAMMIS to support the stock replenishment process in hospitals and health facilities. The solution is currently being tested and is planned for go-live in February 2009.

Business Process Review

The QH Shared Service Partner in conjunction with the Supply Chain Management Integration Strategy (SCMIS) project is developing standard business processes for purchasing, increased use of Corporate Purchasing Card, and streamlining of accounts payable procedures (including utilities payments).

Supply Chain Management Integration Strategy (SCMIS) Project

The SCMIS Project is implementing a supply chain management strategy that includes the establishment of 3 Distribution Centres, improved inbound and outbound freight processes, and a standardised and streamlined procurement services delivery model.

Whole of Government (woG) Finance System Implementation

The replacement for FAMMIS will be part of woG system implementation that is currently in the planning stages. Bill Stewart is the Queensland Health "process owner" for Purchasing and Logistics and PLBIU is working closely with the QH Enterprise Solutions Transition (QHEST) team in managing the implementation for QH. The current proposed implementation date for the new system is late 2010.

Performance Measurement of QH Purchasing and Logistics

A performance measurement framework has been established based on the Balanced Scorecard methodology. A balanced scorecard had been approved by the PALPAS Committee and performance measures have been finalised. The Materials Management Decision Support System (MM-DSS) is being developed to provide a performance measurement reporting tool based on the balanced scorecard.

hTrak Pilot
Project

A pilot project commenced in February 2009 to test the functionality of a point of use data capture solution in the Operating Theatres at Royal Brisbane and Women’s Hospital (RBWH). The initial pilot focused on data collection for devices and consumbables used during intraocular lens procedures. Based on the findings of the ophthalmic trial, the project Steering Committee endorsed a recommendation to extend the pilot into orthopaedics to further validate the proposed benefits. The orthopaedic pilot will commence in October 2009 and is expected to run for 6 months. A review of the pilot will determine if the solution has a wider application in operating theatres and other facilities in Queensland Health.

QH Corporate Card

The use of corporate card for non-inventory purchasing is being encouraged to reduce the transactional volumes in FAMMIS for low value purchases of goods and services and promote efficiencies in purchasing and payment processes. National Product Catalogue

The National Product Catalogue (NPC) is an initiative of the National E-Health Transition Authority (NEHTA) that is creating a national repository of supply chain data for products supplied to the Health industry.  The NPC is based in the GS1net solution and will be the primary source for product data used in the Queensland Health corporate catalogue.

Oral Health Supplies Review

A review of oral health supplies will commence in early 2009. In conjunction with Central Pharmacy, the review will determine the best future model for the purchase, storage and distribution of oral health products. The review will encompass policy, service levels, systems, procurement and contracting methods and will consult with all relevant stakeholders. The review is expected to take approximately three months.
