Clinical Products Advisory Committee (CPAC)

The CPAC provides technical advice for clinical Standing Offer Arrangements (SOAs).

This may include coordinating product trials/assessments, evaluating tenders received and making recommendations on the "Best Ultimate Value to Queensland Health" on clinical SOAs CPAC considers.

CPAC's responsibilities include:

• complying with the Queensland Health Agency Purchasing Procedures
• having sufficient information to support committee decisions
• reviewing tender specifications, conditions and evaluation criteria;
• evaluating tenders fairly against the specified evaluation criteria;
• If required, obtaining additional information;
• recommending those firms to be included on the Standing Offer Arrangements; and
• assisting in the monitoring of performance and effectiveness of the Procurement Arrangement.

Pharmaceuticals SOAs

These arrangements are co-ordinated by HSPL in conjunction with the Director of Pharmacy, Central Pharmacy and Adviser in Pharmacy, Pharmaceutical Advisory Services.  The Queensland Health Drug Advisory Committee (QHDAC) and other expert clinical personnel are consulted as required for evaluation of specialised items, e.g. Nutritional Products; Cytotoxic Premix; various complex pharmaceutical items included in the Anaesthetics, Cardiovascular and Central Nervous System arrangements.

Other Arrangements

Various Product Advisory Committees are convened to review other HSPL SOAs based on District Manager nominations.

Membership includes clinical, technical and administrative personnel from wide geographical locations around the State.  HSPL also co-ordinates scientific and clinical trialling for a number of the items included in these arrangements including -

• Scientific testing carried out by Qld Health Scientific Services for the Laundry Chemicals Arrangement.
• Laundry testing for the Hospital Linen and Uniform Arrangements - Metropolitan Linen Service, Princess Alexandra Hospital campus and Wide Bay Group Linen Service, Maryborough.
• Assessment by Biomedical Technical Services (BTS) of items tendered against the arrangement for Medical Gas Equipment (Flowmeters, Regulators) to ensure compliance with Australian Standards.
