Queensland Health organisational cultural
competency framework
The
2009-10 Implementation Plan - Queensland Health Strategic Plan for Multicultural Health 2007-2012 includes a framework for organisational cultural competency. This framework identifies the eight elements which require action and four foundation areas which are necessary to achieve organisational cultural competency.
Queensland Health Multicultural Services leads and coordinates action in these action elements and foundation areas:

Interpreter services
The implementation, funding and ongoing service improvements of the Queensland Health Interpreter Service.

Resource development and translation
The development of resources to support staff in providing inclusive services and to assist people who have culturally or linguistically diverse (CALD) backgrounds in maintaining or improving their health. This includes providing advice to Queensland Health on how to translate health information.

Inclusive recruitment and retention
Working in partnership with the human resource and workforce planning areas of Queensland Health to develop and implement inclusive recruitment and retention strategies. |

Leadership and partnership
Working in partnership with Multicultural Affairs Queensland, the community sector, Health Service Districts and other jurisdictions to promote interactions and share knowledge and strategies on improving health the health status of CALD communities. |

Culturally competent staff
Building the knowledge and skills of Queensland Health staff in providing culturally competent health care and developing inclusive policies and plans. |

Data collection and analysis
Collecting and analysing data on the health of CALD communities and equitable access to services. |
 |
Community engagement
Facilitating the engagement of CALD communities in the development of policies, plans and programs. |
Foundation areas
Queensland Health Multicultural Services supports action in each of these four foundation areas:

Management commitment
- supports management commitment by developing an annual implementation report and an annual implementation plan for the Queensland Health Strategic Plan for Multicultural Health 2007 - 2012

EQuIP standards
- promotes the EQuIP standards relevant to the provision of culturally inclusive service planning and delivery

Culturally inclusive systems and services
- works in partnership with the community sector and areas of the department that are responsible for priority programs (eg. Chronic Disease Strategy, informed consent, Health Promotion Branch)

Cross-cultural capabilities
- integrates the Queensland Health Cross Cultural Capabilities (which define the knowledge and skills staff require for cultural competence) into existing training programs and offers specifically tailored cross-cultural training.
