Health and Social Impact Assessment (HSIA) of the South East Queensland (SEQ) Regional Plan 2005 - 2026

In October 2004 the Draft South East Queensland Regional Plan was released and circulated for comment. It proposed a new framework for legislated management of urban growth in SEQ, which is expected to grow by 1.05 million people by 2026. The opportunity was taken by health and social planners to proactively progress the inclusion of health and well being as a consideration in future planning.

The HSIA was a collaborative project that merged both the Health Impact Assessment and Social Impact Assessment into a single, combined Health and Social Impact Assessment (HSIA) to enable a broader understanding of the potential impacts of the SEQ Regional Plan on health and wellbeing.

The HSIA project was a collaborative effort by Queensland Health, Department of Communities, Office of Urban Management, and representatives from local government community and social planners.

Through the HSIA project, input was able to be made into the SEQ Regional Plan whilst at a draft stage. This input better places the SEQ Regional Plan to support and promote the health and wellbeing of SEQ into the future.

A selected literature review which assembles known relationships between social and environmental conditions and community health and wellbeing outcomes.

Provides a basis to understand the conditions impacting health and wellbeing from which to anticipate the proposed changes under the Regional Plan. Reports against selected determinants of health and wellbeing relevant to the scope of the Plan, and for which data is readily available. Identifies trends that would occur under a ‘no change’ situation.

 

Tool 3 - Analysis of the health and social impacts of the South East Queensland Regional Plan 567kb
Provides a detailed assessment of probable and possible benefits and risks of key features of the South East Queensland Regional Plan. Identifies proposed responses to likely impacts.

 

Tool 4 - An outline of health and wellbeing considerations for planning and instruments under the Regional Plan 370kb
Forms a basis for a more thorough, stand alone guideline. Outlines considerations that need to be taken into account in key planning instruments that will implement the Regional Plan.

 

Tool 5 - An outline of considerations for health and social impact assessment of transport infrastructure projects 597kb
Forms a basis for a more thorough stand alone guideline. Outlines circumstances when a health and social impact assessment is considered warranted in relation to transport infrastructure projects. Identifies the likely scope of impacts that should be investigated.
