Medical Indemnity National Collection- MINC

Queensland Health is a signatory to the Medical Indemnity National Collection (MINC) Agreement, the parties to which are the Australian government, State and Territory Health Authorities, and the Australian Insititute of Health and Welfare. The Medical Indemnity National Collection (MINC) provides information on the incidents that gave rise to claims, the people (patients) affected by these incidents, and the size duration and outcomes of public sector indemnity claims.

The need for a national medical indemnity collection arose in the broader context of national policy concern related to health care litigation, associated costs, and the financial viability of medical indemnity insurers.  To date the absence of national data has made it difficult to analyse trends in the number, nature and cost of medical indemnity claims.

A medical indemnity claim, in the context of MINC, is a claim for compensation for harm or other loss that may have resulted or did result from a health care incident in the public sector.

The MINC is an initiative of the Australian Health Ministers Advisory Council (AHMAC) and originated in response to concerns related to costs associated with health care litigation and the financial viability of medical indemnity insurance in Australia.

MINC reports which present Australian data on the number, nature, incidence and costs of public sector indemnity claims, can be accessed from the AIHW website: www.aihw.gov.au/publications

The MINC is of particular interest to Queensland Health because of our dual commitment to reducing and preventing litigation and reducing and preventing avoidable patient harm.
