)The Health Statistics Centre (HSC), Centre for Healthcare Improvement (CHI), has purchased a state wide licence for Performance Indicators for Coding Quality 2008 (PICQ2008TM) from the National Centre for Classification in Health (NCCH).
The HSC,CHI is providing PICQ2008TM free to all Queensland public and private hospitals and Health Service Districts which supply Queensland Health with coded hospital morbidity data.
The HSC, CHI has accepted the PICQ2008TMlicence conditions on behalf of Queensland Health public hospitals & Health Service Districts. However, HSC, CHI has not accepted the conditions on behalf of private hospitals. This means that private hospitals will need to accept the terms and conditions of the PICQ2008TM licence agreement when applying for the PICQ2008TM software.

Obtaining PICQ2008TM
Note for public hospitals & Health Service Districts: If the PICQ2008TM Software is to be installed at different campuses of the same hospital, each individual campus (or an individual representing the campus) must complete a PICQ2008TM application form.
Note for private hospitals: If the PICQ2008TM Software is to be installed at different private hospitals of the same group, each hospital (or an individual representing the hospital) must complete a PICQ2008TM application form.

Why use PICQ2008TM
PICQ2008TM is a series of indicators which analyse admitted patient morbidity data coded with ICD-10-AM and the Australian Classification of Health Interventions (ACHI) and is based on Australian Coding Standards (ACS) and coding conventions. It will allow hospitals and Health Service Districts (HSD) to identify records containing coding error/s (or potential coding error) in diagnosis and procedure codes or in a National Health Data Dictionary (NHDD) field (i.e. age or sex).
PICQ2008TM can be used as a tool to actively monitor the quality of coded hospital morbidity data. When used to identify issues with coded data, it can assist hospitals/Districts in providing the HSC with high quality data.

In October 2005, the Queensland Government made a commitment as part of the Action Plan: Building a Better Health Service for Queensland to ensure that services received appropriate resources through the implementation of a new funding model based on population and regional needs, and Casemix funding for facilities. In July 2007, Casemix funding was introduced in public facilities within Queensland Health and has further focused attention on coded data quality. Utilisation of the PICQ2008TM product will help improve coded data quality.
