1.1 The Queensland Centre for Mental Health Learning (QCMHL) adopts policies and management practices to maintain high professional standards in the delivery of all of its education and training,and which safeguard the interests and welfare of all participants.
1.2 QCMHL ensures that input from consumers and carers is an integral part of the development of learning materials produced by the Centre.
1.3 QCMHL ensures that the core values that support recovery and guide the implementation of recovery-oriented service provision inform all of its training and education programs.
1.4 QCMHL accesses learning environments that is conducive to successful learning outcomes for its participants.
1.5 QCMHL maintains its capacity to deliver the education and training it has negotiated with Districts to deliver and endeavours to ensure that all training is conducted in adequate facilities and uses methods and materials appropriate to the learning needs of participants.
1.6 QCMHL monitors and assesses the outcomes of its training and education programs through the use of pre and post evaluations and regular reviews of its training materials.
1.7 QCMHL ensures that its facilitators have:
- Relevant experience in mental health service delivery
- Demonstrated achievement of Certificate IV in Assessment and Workplace Training, or be under the direct supervision of someone who is.
1.8 QCMHL ensures that the delivery of all of its training and education programs is consistent with adult learning principles.
1.9 QCMHL requires that its educators and facilitators are sensitive to the cultural and learning needs of participants.
1.10 QCMHL endeavours to ensure that all facilities used for its training meet legislative requirements and that equipment used is appropriate for the education and training being delivered.
2. Marketing of Education
2.1 QCMHL markets its training and educational programs with integrity and accuracy, and does not use vague and ambiguous wording in its marketing materials.
3. Access and Equity Principles
3.1 QCMHL ensures that access to training and education programs is available to all persons regardless of age, colour, gender, disability, race or social/ ethnic background.
3.2 QCMHL ensures that all of its members of staff are fully aware of their responsibility for adhering to, and implementing Access & Equity principles.
4, Provision of Information
4.1 QCMHL supplies accurate, relevant and up-to-date information on all its training and education programs to prospective participants.
4.2 QCMHL provides all participants in its education and training programs with a participants manual and other relevant material. Additional information on education and training provided by QCMHL is available on its website.
5. Recruitment
5.1 QCMHL ensure that all processes associated with enrolling participants in its education and training program are conducted at all times in an ethical and responsible manner. Offers of place in a education and training program is based on the availability of places and places are offered in the sequence in which they are received.
5.2 QCMHL provides students with information regarding:
- Application processes
- Fees and costs involved in undertaking courses
- Fee refund policy
- Facilities and equipment
6. Complaints and Appeals Mechanism
6.1 QCMHL provides participants with access to a fair and equitable process for dealing with Complaints and Appeals where an assessment of non-competence has been determined and also provides an avenue for participants to Appeal against a decision of non-competence.
6.2 Every effort is made by QCMHL to resolve participants Complaints. To this end, a member of staff is identified to participants as the reference person for such matters. The Complaints and Appeals mechanism as a whole is made known to participants at the time of undertaking a education and training program that includes a competence component.
6.3 Where a Complaint cannot be resolved internally, CIC will advise the student of where assistance is available with an independent outside arbitrator.
7. Record Keeping
7.1 QCMHL maintains complete and accurate records of attendance for all participants. It utilises data obtained from pre and post evaluation forms to inform the delivery of its education and training and all information is collated and no identifying information is included.
8. Qualifications
8.1 QCMHL staff are appropriately qualified and experienced to provide the education and training programs delivered by the Centre
8.2 QCMHL issues a Statement of Attendance for education and training delivered by the Centre.
9. Insurance
9.1 QCMHL is covered by Queensland Health, including Public Liability and Professional Indemnity.
10. Quality Assurance
10.1 QCMHL adopts and maintains a quality assurance system that includes clearly documented procedures for managing and monitoring all education and training and for reviewing participant satisfaction.
