The establishment of the QHVSS was a key recommendation of the review of the Mental Health Act 2000 conducted by Brendan Butler AM SC in 2006. The final government report Promoting Balance in the Forensic Mental Health System, concluded that change was necessary to ensure victims have access to appropriate and timely information, victims concerns are heard and the mental health system is responsive to their needs.
Access to information and support is recognised as being
crucial to a victim's recovery and well being.
In February 2008 legislation was passed that enables victims to receive information relevant to their safety through the Patient Information Order Register managed by the Office of the Director of Mental Health. The QHVSS has been charged with the responsibility of providing this information to victims who have an approved Patient Information Order.
QHVSS is a specialist independent unit established as part of the Division of the Chief Health Officer and is completely separate from the Mental Health Branch and Queensland Mental Health Services.
