Introduction
The Children's Health Services District Ethics Committee provides best-practice clinical care for children and young adults, promotes research and is a major centre for both undergraduate and postgraduate teaching in all aspects of paediatrics and child health.
Within the Hospital and its Health Services District the Ethics Committee considers, oversees, approves and counsels on all matters relating to bioethics. The Ethics Committee is an advisory committee to Queensland Health through the District Manager to whom it reports directly. The Committee is a resource for all members of staff, is available for consultation by any member of the public with children affiliated with the Hospital and its work, and has a major and integral role in all research involving either patients or staff of the Hospital and its District. Like all Institutional Ethics Committees, the Committee represents the ethos, mores and principles of society more generally, in this case the broader Queensland community. In one important sense the Committee guarantees the safety and wellbeing of children on behalf of the general community and specifically on behalf of the Hospital which serves it.
A significant proportion of the workload of the Ethics Committee is the consideration, approval and monitoring of research conducted within the Royal Children's Hospital Brisbane and the Children's Health Services District. Between 100 and 200 new research proposals are considered by the Committee each year. The Committee meets in person every 6 weeks but many submissions are considered and approved out of session.
An important term of reference is to encourage and promote best-practice research. The policy of the Children's Health Services District is that best-practice bioethics is an integral and inescapable component of all research whether this be experimental or observational. To this end, the Ethics Committee regards its deliberations, counsel, advocacy and input into each and every research project as an enjoined component of the research carried out in the Hospital's name.
