Community Capacity
For the purposes of this discussion "community" is not seen as separate from or different to "government" and "business". Rather "community" recognises the connected nature and interdependence of individuals, skills, knowledge and environment. Therefore Community Capacity Development is not a technical exercise aimed at encouraging "ownership" and implementation of "Government" programs utilising "community" resources. It is:
- an authentic relationship development process
- enacted under an articulated value base
- delineated by identifiable, iterative practice
- supported by self responsibility for learning and action
- monitored by a changing decision-making hierarchy.
Community capacity development fundamentally challenges the historical interface between community and government and must create new ways of working together towards well being.
