PPP procurement

Sunshine Coast University Hospital (SCUH) is being delivered through a Public Private Partnership (PPP) with Exemplar Health, a consortium comprising Lend Lease (builder), Spotless (facilities manager), Capella Capital and Siemens (financiers).

Exemplar Health will design, construct, finance, commission and maintain the hospital buildings and grounds for a period of 25 years from late 2016 when the hospital opens. It requires the facilities to be maintained to a high standard throughout the contract term.

The SCUH PPP includes a limited scope of operational support services that are closely linked to the hospital building and its systems, but does not include the provision of any clinical services.

Operational support services included in the SCUH PPP include security, pest control and car parking services.

This arrangement will enable clinicians and hospital management to focus on the needs of patients while Exemplar Health focuses on managing and maintaining the built environment.

Exemplar Health was selected by a panel of senior clinicians and health infrastructure specialists following a detailed review of its proposal including the masterplan, clinical and operational functionality of the design, architectural merit of the proposal, proposed facilities management solution, approach to delivery and capital and operating cost proposals.

Private Hospital

The co-located private hospital will be designed, built, owned and operated by Ramsay Health Care.

Following a competitive tendering process, contracts were signed with Ramsay Health Care in April 2011 and the new hospital will open in late 2013.

Between 2013 and 2018, the co-located private hospital will treat public patients, under contract to the Sunshine Coast Hospital and Health Service, to assist in meeting demand whilst SCUH is built and commissioned.
