Role, Duties and Responsibilities
The Medical Education Officer in each hospital is appointed to the Pre-vocational Medical Education Network (PMEN), and allocated specific responsibility for a facility/s within that network. They form part of the medical education team, together with the Director/s of Clinical Training (DCT) and the administrative support staff.
As a minimum, an MEO has responsibility for pre-registration doctors or interns (Post Graduate Year 1 – PGY1) and Junior House Officers or PGY2 doctors, including international medical graduates (IMGs) at these levels. Depending upon the availability of medical education resources within the Network the MEO may also be responsible for all other pre-vocational junior doctors (Senior House Officers or PGY3 and Principal House Officers or PGY4).
The role, duties and responsibilities providing the make-up of the MEO corporate role statement are outlined as follows:
1. EDUCATIONAL ACTIVITIES
- Identify the educational needs of medical staff in PGY1 and PGY2 in accordance with Postgraduate Medical Education Council of Queensland (PMCQ) accreditation standards, the Medical Practitioners Registration Act 2001 and the National Curriculum Framework for Junior Doctors.
- In conjunction with the Director Clinical Training, develop, implement, evaluate and improve the Junior Doctor Training Program and other continuing medical education programs and activities within the Network, in a manner consistent with state-wide medical education strategies, by applying knowledge of adult learning principles, curriculum and prevocational accreditation standards.
- Ensure that junior doctor education is consistent with: 1. approved PMCQ accreditation standards; and 2. the standards recommended by the CPMEC and National Curriculum Framework.
- Participate in developing, organising and conducting clinical teacher in-service activities for the Junior Doctor Training Program within the Area Health Services’ Clinical Training Networks.
- Contribute to the development, trial and evaluation of educational resource material for the Junior Doctor Training Program in a manner consistent with state-wide medical education strategies.
2. ORIENTATION, SUPERVISION, ASSESSMENT, FEEDBACK AND EVALUATION
- Develop and facilitate the application of an assessment framework that ensures valid methods of effective formative and summative performance assessment in a manner consistent with statewide medical education strategies.
- Facilitate the provision of effective formative feedback to junior doctors in relation to their performance.
- Facilitate the planning and coordination of the junior medical staff hospital orientation program consistent with any approved statewide frameworks.
- Collaborate with the Director of Clinical Training regarding the appropriate management of junior doctor issues and the development and monitoring of plans to address issues of performance and clinical competence.
3. PROFESSIONAL AND SUPPORT ACTIVITIES
- Assist junior doctors with career path development and planning using various consultative processes such as vocational expositions.
- Ensure that junior doctor rotations, including secondments to other facilities, are consistent with PMCQ standards and guidelines.
- Promote a sense of professional responsibility and ethics amongst junior doctors.
- Facilitate PGY1 and 2 doctor access to rural relief preparation training courses and facilitate debriefing junior doctors who have undertaken country relieving as and when appropriate.
- Recognise the special needs of International Medical Graduates (IMGs), especially those from non-English speaking backgrounds (NESB), and facilitate educational and support activities for these doctors in their pre-vocational years.
- Support the functions of the General Clinical Education Committee (or equivalent) and provide high level professional advice on matters relating to medical education and the Junior Doctor Training Program.
- Negotiate, consult and liaise effectively with individuals, groups and multidisciplinary teams and establish and maintain cooperative and productive working relationships with staff, within and across Network hospitals, with external stakeholders, and with Medical Education colleagues generally.
4. ACCREDITATION
- Prepare documentation to maintain or obtain accreditation of relevant terms/rotations by the PMCQ.
- Ensure that medical allocations staff are fully aware of Medical Board of Queensland (MBQ) requirements in relation to the accreditation of Intern training as a pre-requisite for unconditional general registration.
- Identify and actively pursue opportunities to increase medical education capacity within the Clinical Training Network.
- Actively liaise and consult with the PMCQ in relation to any changes that may impact on the accreditation of PGY1 and 2 terms/rotations.
