Step B : To identify the HCL representatives for a Location

Each Location intending to use a PKI Location Certificate needs to identify two roles to liaise with HIC/HeSA. These roles are termed as HCL Representatives and are:

Health Sector Entity Representative (HSE Rep)

The HSE Rep is the titular head of the Health Sector Entity. They may be the director or senior manager. This person should be a senior person who is authorised to make decisions on behalf of the business or clinical unit.

There is one (1) HSE Rep for a HealthCare Location. The HSE Rep can represent multiple HealthCare Locations.

Duly Authorised Officer (DAO)

The DAO is the person nominated by the HSE Rep to make the application on behalf of the HSE for the HealthCare Location.

The DAO performs all the work with respect to the PKI activities, for example:

The DAO may be a practice manager, administrator or another responsible person. There is one (1) DAO for a HealthCare Location.
