Cairns and Hinterland Mental Health and ATOD Service

Senior Medical Officer

Purpose of Role

  • Provision of specialist addiction medicine knowledge and skill to facilitate the delivery of quality health care to patients of the Cairns and Hinterland Alcohol, Tobacco and Other Drug Services (ATODS).

Key skill requirements / competencies

  • Ability to provide direct medical care in the context of contemporary alcohol and drug treatments and to provide medical care co-ordination for clients with complex needs including coexisting substance use disorders and  mental illness
  • Ability to advise clients on the appropriate treatment of their drug or alcohol dependence and related concerns and implement or facilitate such treatment
  • Ability to participate in the opioid treatment program by having received opioid treatment training or be prepared to undertake the training
  • Ability to manage the medical treatment needs of ATODS clients in the Day Detoxification Centre
  • Ability to manage patient assessment and treatment for patients who have a Therapeutic Opioid Dependence
  • Ability to integrate contemporary Alcohol and Drug policy, recognised treatment guidelines and local policy and procedure into clinical practice
  • High level professional and clinical skills including oral and written communication skills, conflict resolution, medical leadership and time management
  • Ability to establish and maintain collaborative partnerships with medical and non medical practitioners within Queensland health, other government agencies and private practice
  • Experience and skill in the provision of clinical teaching and consultancy to medical practitioners hospital medical officers, medical students and other health care workers
  • Interest and enthusiasm to continuously develop professional knowledge an expertise in both the biomedical and psychosocial aspects of drug and alcohol treatments and willingness to actively contribute to improving standards of service delivery in line with new learning
  • Ability to work autonomously, co-operatively and constructively within a multidisciplinary team.

Qualifications / Professional registration / Other requirements

  • Appointment to this position requires proof of qualification and/or registration with the appropriate registration authority, including any necessary endorsements, to be provided to the employing service prior to commencement of duty
  • Registered Medical Practitioner or eligible for registration in the State of Queensland.  Addiction medical qualifications preferred but not essential.

Staff Specialist Adult Integrated Psychiatry

Purpose of Role

  • Provision of specialist psychiatric knowledge and skills to facilitate the delivery of quality mental health care to patients of the Cairns and Hinterland Mental Health Networks(Cairns and Hinterland Hospital and Health Service, Cape York Health Hospital and Health Service and Torres and Northern Peninsula Area Hospital and Health Service)

Key skill requirements / competencies

  • Extensive knowledge of contemporary practice, trends and policies in the provision of mental health services
  • Considerable experience in the direct delivery of inpatient and outpatient mental health clinical services
  • Demonstrated high level professional and clinical skills including communication, negotiation, conflict resolution, organisation and time management skills
  • Proven ability to manage patients with complex mental health treatment needs and/or in situations of high clinical risk
  • Proven ability to lead, and function within, a multidisciplinary mental health clinical team and work collaboratively with consultant psychiatrist colleagues to facilitate smooth clinical and operational service functioning
  • Ability to establish and maintain collaborative partnerships with non-mental health medical practitioners, other government service providers (e.g. Department of Child Safety, Department of Disability Services) and non-government service providers (e.g. General Practitioners, disability support organisations)
  • Experience in provision of clinical teaching to juniour medical staff, medical students and other mental health clinicians
  • Ability to quickly acquire comprehensive knowledge of the Queensland Mental Health Act and manage patients in accordance with the principles of the Act
  • Demonstrated ability to practice psychiatry in a cross cultural environment
  • Demonstrated ability to manage the administrative requirements of patient care including timely completion of discharge summaries and reports, and ensuring thorough, comprehensive and contemporaneous clinical documentation
  • Demonstrated participation in personal professional development and continuing medical education

Qualifications / Professional registration / Other requirements

  • Eligible for medical registration as a Specialist in Psychiatry in Queensland
  • Whilst not mandatory, it would be well regarded to be acceptable to the Training Committee of the Royal Australian and New Zealand College of Psychiatrists to supervise training registrars

Staff Specialist Anaesthetist

Purpose of Role

  • To assist in the provision of high quality services to patients requiring surgical services
  • Assist the Director in the provision, development and maintenance of an effective, efficient and equitable anaesthesia, intensive care and perioperative medicine service at Cairns Hospital

Key skill requirements / competencies

  • Demonstrated ability to competently practice the speciality of Anaesthesia
  • Demonstrated ability as a clinical teacher at undergraduate and post-graduate medical level
  • Well developed interpersonal skills including communication, negotiation, organisational and time management and the ability to work in a multidisciplinary team
  • A demonstrated commitment to participate in clinical audit in order to ensure the maintenance of high standards within the Department
  • Demonstrated ability to practise medicine in a cross cultural environment
  • Evidence that the administrative requirements of patient care including medico-legal correspondence are completed with minimal delay and relevant clinical information is recorded accurately, concisely and legibly in medical notes
  • Demonstrated ability to supervise and manage staff in line with quality human resource management practices including employment equity, anti-discrimination, occupational health and safety and ethical behaviour

  • Qualifications in Fellowship of the Australian & New Zealand College of Anaesthetists and registered with or eligible for registration as a Specialist Anaesthetist with the Australian Health Practitioner Regulation Agency (AHPRA)

Staff Specialist - Diabetes and Endocrinology

Purpose of Role

  • To assist and co-ordinate the provision of quality Diabetes and Endocrinology Services and Outreach services across the CHHHS and catchment areas, including Cape York and Torres Hospital and Health Service 
  • To co-ordinate optimal training of junior medical staff assigned to the service
  • To participate in quality improvement activities across the service

Key skill requirements / competencies

  • Proven ability to provide leadership and medical expertise in the assessment, treatment and ongoing care of diabetes and endocrine patients within the Cairns and Hinterland Hospital and Health Serviceand catchment area
  • Experience and ability to deliver high quality patient care services
  • Willingness to participate in the Endocrinology Outreach program and the associated time away from Cairns this implies
  • Experience in delivering Indigenous Health care
  • Ability to participate in general medical roster
  • Ability to liaise with other Hospital Departments as required to ensure the coordination, efficiency and cost effectiveness of Hospital Services
  • Experience in providing teaching activities for Department staff, particularly Registrar and Resident medical staff, but involving input to all clinical streams
  • Experience in managing the performance and development of subordinate staff

Purpose of Role

Assist the Director of Medicine in the provision, development and maintenance of an effective, efficient and equitable Oncology service within the Cairns and Hinterland Hospital and Health Service.

Staff Specialist Vascular/General Surgery

Purpose of Role

  • To assist in the provision of a high quality services to patients requiring general and vascular surgical services

Key skill requirements / competencies

  • Demonstrated clinical experience and skills in general and vascular surgery, for a wide range of procedures
  • Demonstrated willingness to participate in teaching at Undergraduate and Postgraduate levels and demonstrated commitment to continuing professional education including maintenance of personal knowledge and skills
  • Demonstrated ability to work as a Team Leader or Member in a multidisciplinary approach to service provision
  • Demonstrated understanding and commitment to the principles of quality improvement and to the principles of hospital accreditation

Qualifications / Professional registration / Other requirements

  • Qualifications in Surgery, Fellowship of the Royal Australasian College of Surgeons and registered with or eligible for registration as a Specialist General Surgeon with the Australian Health Practitioner Regulation Agency (AHPRA)
  • Demonstrated clinical experience in the practice of Vascular Surgery and experience with patient services, particularly pertaining to this field.

Staff Specialist - Obstetrics and Gynaecology

Purpose of Role

  • The primary function of the position is to assist the Director of Obstetrics and Gynaecology in the provision of an effective, efficient and equitable obstetric and gynaecology service at Cairns Hospital

Key skill requirements / competencies

  • Ability to practice evidence-based and protocol guided Obstetrics and Gynaecology competently with:
    • Sound gynaecology surgical skills
    • Experience in managing high risk obstetrics
    • Ability to undertake colposcopic examinations
    • Ability to undertake obstetric and gynaecological ultrasound examinations
    • Willingness to develop an area of interest to complement existing services eg. Further skills in ultrasound, minimally invasive surgery, urogynaecology
  • Well developed interpersonal skills including communication, negotiation, organisational and time management skills and the ability to work in a multidisciplinary team
  • Experience in the delivery of outreach obstetrics and gynaecology and a commitment to the delivery of high quality services to people from rural and remote areas and to indigenous people
