Focus on Indigenous health for new Central West Health senior executive

Two new executives joined the Central West Hospital and Health Service’s senior management team this month.
Central West Health Chief Executive Jane Hancock said Chris Sullivan had joined the health service as the new Executive Director of Finance, Infrastructure and Support Services.
Central West Health also has welcomed Daniel Carter to a newly created position of Executive Director of Aboriginal and Torres Strait Islander Health.
“I’d like to welcome both Chris and Daniel to our team here in the Central West and look forward to working with them and the rest of our executive management team to continue delivering quality health services to all our communities,’’ Ms Hancock said.
“One of the Central West Health Board’s and our executive management team’s top priorities is to improve health services and health outcomes for our Aboriginal and Torres Strait Islander communities.
“Daniel’s position has been created specially to lead and drive achievements towards fulfilling this priority.’’
Ms Hancock said Mr Sullivan had joined Central West Health from Mater Health Services, where he held an executive management position.
He also had an extensive career with PwC Consulting and has a professional passion for improving health services through the development of innovative and sustainable models of care.
“I aim to understand the needs of Central West communities by partnering with clinicians and patients to look for opportunities to deliver the best healthcare as efficiently as possible,’’ Mr Sullivan said.
“It is only through engaging in a transparent two-way conversation with users of our health care system that I can ensure that funding, efficiencies, investments and service prioritisation decisions are tailored to ensure the best health outcomes are delivered into the future.”
Ms Hancock said Mr Carter had more than 10 years’ experience working in Aboriginal community health, engagement and policy development.
“This includes experience working in local and state government and in non-government organisations,’’ she said.
“His most recent role was Director of Aboriginal Health at the largest health service in Victoria, Monash Health.
“In this role, Daniel managed the implementation of organisational-wide strategies to address Aboriginal health priorities, employment outcomes, quality and safety compliance and work in partnership with the Aboriginal community.
“His new role with Central West Health will be critical to supporting and building our Aboriginal and Torres Strait Islander workforce, working closely with community and shaping service delivery across our region.’’
Queensland Health Deputy Director-General for Aboriginal and Torres Strait Islander Health Haylene Grogan said Central West Health had included Aboriginal and Torres Strait Islander communities in the region in the recruitment process for Mr Carter.
“The appointment of Mr Carter to the first ever Executive Director of Aboriginal and Torres Strait Islander Health role with Central West Health is an exciting and vital step towards the state’s progress to Health Equity for First Nations Peoples of Queensland,’’ she said.
“I congratulate Dan and look forward to working with him.
“It is with his leadership and our current leadership that we will be able to adopt a new approach with a renewed shared agenda for improving health outcomes with Aboriginal and Torres Strait Islander peoples while playing a role in protecting our communities during the COVID-19 pandemic.
“I also acknowledge Central West Health’s leadership in establishing such an important position; one that will significantly enhance their capability in achieving health equity in their region.’’
Mr Carter is a Ngarrindjeri/Wergaia man who grew up in Notting Hill in Melbourne’s eastern suburbs.
He said he was looking forward to working closely with community and staff across the health service to support quality and safe health services for Aboriginal and Torres Strait Islander people in the Central West.
“I have a strong passion for Aboriginal and Torres Strait Islander health and outcomes and will be bringing this to my new role,’’ he said.
“Over the coming months, I will be working with community members across the Central West, including Traditional Owners and Custodians, to form relationships and hear directly from the community about their needs and priorities.’’
Ms Hancock said Mr Carter also would be working closely with the health service’s specially focussed Aboriginal and Torres Strait Islander Health Unit, which was formed in mid-2019.
“As a health service, we are strongly committed to improving our services for Aboriginal and Torres Strait Islander residents and to delivering them in culturally appropriate ways,’’ she said.
“But achieving this requires much more than the provision of clinical services, it requires us to have an understanding and respect of cultural differences and needs, and a commitment to applying this understanding across all areas of the health service.
“The formation of Aboriginal and Torres Strait Islander Health Unit was an important part of our strategy to engage deeply with Indigenous peoples in our region and the appointment of Mr Carter to the new position of Executive Director of Aboriginal and Torres Strait Islander Health is another.’’
