The Department of Health has updated the Guideline qh-gdl-365-5 ‘Transition of care for young people receiving mental health services’ (Guideline) to include links to resources in support of improved understanding and application of the Guideline. The resources include access to an e-Learning Module, offering service providers, consumers and carers with an opportunity to enhance understanding of the Transition of care principles and process, with ‘tips’ to apply these in practice settings.
The scope of the Transition Guideline is for young people transitioning from child and youth mental health services to other service system elements including: adult mental health services, other child and youth mental health services, General Practitioners or other primary care providers, private practitioner or non-government organisations.

The Mental Health Alcohol and Other Drugs Branch have overseen development of the Models of Service for the Adolescent Extended Treatment (AET), Youth Step Up Step Down (SUSD) and the Adolescent Day Treatment, service elements within the Queensland public mental health, alcohol and other drugs service system.

The Department of Health has reviewed and revised the Guideline ‘Transition of care for young people receiving child and youth mental health services’ (Transition Guideline) to incorporate evidence-based best practice transition principles.
This is the first phase of the broader transition Project following the successful implementation of the Queensland Government response to recommendation 5 of the Barrett Adolescent Centre Commission of Inquiry report. The next phase to support dissemination and uptake of this revised Transition Guideline has commenced and will include development of an online training program and other supporting documents.
The Transition Guideline provides guidance and specific recommendations to support public sector mental health services in the provision of effective transitional care planning and processes.
The scope of the Transition Guideline is for young people transitioning from child and youth mental health services to other service system elements including: adult mental health services, other child and youth mental health services, General Practitioners or other primary care providers, private practitioner or non-government organisations.

External Review Operationalising the Model of Service for the Statewide Adolescent Extended Treatment Centre
The new statewide Adolescent Extended Treatment (AET) subacute service component being developed in Queensland for young people has no precedent in Australia. As part of the model of service (MOS) development activities led by Queensland Health’s Mental Health Alcohol and Other Drugs Branch (MHAODB), Dr Paul Robertson was engaged as an external consultant in March 2019 to provide independent clinical and expert advice on operationalising the MOS.
Advice was requested to take into account:
- fidelity to the model
- safe delivery of services
- integration of services
- flexibility to meet the unique needs of the cohort of young people that might use the service in the future.
Dr Robertson’s April 2019 report, External Review Operationalising the Model of Service for the Statewide Adolescent Extended Treatment Centre advises on both the AET MOS (for 12 residential inpatient beds) and Day Treatment MOS (for 10 day treatment places in an integrated Day Program) to inform the staffing profile of the new state-wide AET Centre (AETC).

Premier Annastacia Palaszczuk, Health Minister Steven Miles and Member for Stafford Dr Anthony Lynham announced the commencement of construction of the new statewide adolescent mental health treatment centre at The Prince Charles Hospital campus. The centre is expected to be operational by early 2020.
