National Immunisation Program Vaccinations in Pharmacy (NIPVIP) and State-funded Programs

The National Immunisation Program Vaccinations in Pharmacy (NIPVIP) Program is a Commonwealth funded program allowing eligible people to access free National Immunisation Program (NIP) vaccines from Queensland Health registered Pharmacy Immunisation Service Providers (ISPs) with no out-of-pocket costs.

Understanding the Immunisation Schedule Queensland

The NIP schedule outlines the series of vaccines given from birth through to adulthood. The Queensland Government funds some additional immunisations to what is included on the NIP schedule. The Immunisation Schedule Queensland outlines both NIP and state-funded immunisations, therefore, Queensland Pharmacy ISPs should refer to this to ensure that eligibility is appropriately considered for people living in Queensland. Eligibility for state-funded programs is not linked to Medicare eligibility.

The Australian Immunisation Handbook may recommend immunisations for some cohorts not funded under the NIP or State-funded programs. This may include immunisations for travel or occupational risks. Government funded immunisations supplied by the Queensland Health Immunisation Program (QHIP) cannot be administered for cohorts not eligible under the NIP or the Immunisation Schedule Queensland. Pharmacists will need to procure the stock privately.

Registering with Queensland Health as a Pharmacy Immunisation Service Provider

Ordering NIP and state-funded immunisations

Queensland pharmacy ISPs can order NIP and state-funded immunisations from the Queensland Health Immunisation Program (QHIP), providing they have an approved Queensland Health Immunisation Management Protocol (IMP). Pharmacies that are not registered as an ISP and do not have an approved IMP will not be able to order funded immunisations.

Your local Public Health Unit (PHU) provides guidance and support for all immunisation management activities, covering both NIP and state-funded vaccine programs. The PHU will be responsible for reviewing and approving your IMP.

Reporting Adverse Events Following Immunisation (AEFI) and Vaccine Administration Errors (VAEs)

Under the Public Health Act 2005, adverse events following immunisation (AEFI) are a notifiable condition. It is important that all AEFI are reported, particularly if serious or unexpected, as this will enable safety issues to be identified and managed appropriately as soon as possible.

Vaccination administration errors (VAEs) can occur due to errors in product preparation, handling, storage or administration and can be associated with immunisation error-related reactions. Identification and follow-up of VAEs can identify and correct immunisation error-related reactions in a timely manner and are essential to ensure the quality and safety of a vaccination service.

Providing offsite immunisation

From 1 March 2026 changes to Queensland’s medicines legislation have removed the location restrictions for pharmacists delivering immunisation services. Pharmacists should consider the location they are providing immunisation in to ensure that it is safe and appropriate for the delivery of this service.

Queensland pharmacy ISPs registered with QHIP must also ensure their IMP is updated with their local PHU to reflect any outreach models provided using NIP or state-funded vaccine stock.

Location restrictions for claiming under the NIPVIP will remain as this is an Australian Government program (national) and is not affected by state or territory legislation. Summary of reimbursement available to Queensland community pharmacies

Queensland offers the following state-funded programs in addition to the NIP:

  • Influenza (FluMist and Free Flu)
  • Meningococcal B
  • Measles
  • RSV (infants)
  • JEV
  • Mpox
  • Diphtheria

Queensland pharmacies may seek reimbursement from Queensland Health for the following state-funded programs:

Stock for state-funded and NIP programs should be obtained from QHIP, and where reimbursement for NIP or state-funded programs is not available, pharmacists may choose to charge an administration fee. Pharmacies should not use private stock for state funded programs.

Queensland MMR Program 

  • All people born during or after 1966:
    Two doses of a measles-containing vaccine are recommended and funded. People who do not have documented evidence of receiving 2 doses of a measles containing vaccine are eligible and funded to receive these doses.
  • Infants travelling overseas or within Australia to areas where measles is endemic or outbreaks are occurring:
    An additional early dose of a measles-containing vaccine for infants aged 6 to 11 months is recommended and funded, following an individual risk assessment by a healthcare provider. These infants still require two doses of measles-containing vaccine at the routine scheduled time points (12 and 18 months).  Refer to AIH for further information.
